[DevOps Adoption] Improve accessibility

We should address the following accessibility issues on the DevOps Adoption page:

• When tabbing on the column header of the table, that should pop open the tooltip
• You can tab to the blank space above the column of delete buttons
• You should be able to tab across each of the data points in the table rows
• I think the tooltips should probably read something issues = approved rather than just approved to help screen reader users
