Enable dismissing banner for credit card validation

Overview

We implemented a banner and users cannot dismiss it.

Proposal

Allow users to dismiss the banner and only show it again when they attempt to run a pipeline:

Dismissable_validation_banner

(Old proposal: Remove the "validate credit card" message on the failed pipeline when re-viewing it (example))
