Suggest changes docs update for author and commiter

Problem to Solve

The docs for suggested changes suggest that the author is the person who applies the suggestion. With the introduction of #329227 (closed) - we now distinguish the author (the person who wrote the suggestion) and the committer (the person who applies the suggestion).
