Cancel or Delete comment marker on Designs

Problem to solve

Sometimes comment markers can accidentally be added to Designs which leave errant threads and markers on the design making it harder to understand the current status.

Proposal

Users should be able to remove their own comment markers if there are no other comments in the thread. This will help users to clean up any errant marks during review and feedback.
