Migrate useful information from University directory and then deprecate the directory
Problem to solve
From discussions in #20403 (closed), we need to finish migrating the useful information from the /university
directory on the GitLab docs site, after which we can remove the /university
directory's contents (while putting in necessary redirects).

Remove and set up a relevant redirect:
Note that the migration can start as a move of the existing information as an MVC, and then follow-on development work can happen with each of the pages.
