Enable search with external authorization control

Problem to solve
Currently, when external authorization is enabled, customers are not able to use Global and Group search. Highly regulated environments need external services to validate user access, but do not want to be limited on other features that GitLab offers.
It should be up to the customer as to the consequence load on the external system – as they are the ones providing that infrastructure. As long as the customer can provide the hardware to meet the need, there should be no issues.
