Notifications switch cannot be enabled for projects where it previously could be

When I try to subscribe to notifications for gitlab-org/gitlab issues, my cursor shows the "disabled" icon and I cannot subscribe. For example on issue #323615 (closed).

Also, I cannot use this switch to disable notifiations.
