Added the ability to set different tags for different environments on runners installed from a single cluster management project.

Problem to solve

As a pipeline writer, I want to be able to select from multiple runners deployed to different clusters from a single cluster management project, so I can guarantee pipeline jobs are run in specific clusters.

Intended users

User experience goal

The user should be able to use a single cluster management project to deploy GitLab runners with different tags to different environment clusters.

It is currently possible to tie a single cluster management project to multiple cluster for different environments. But since there is only one values.yaml file for the gitlab-runner application, all runners deployed from this project across all clusters get the same tags defined in the values.yaml. This does not provide a way for pipelines to select which runners need to be run based on the clusters they are in.
