Expand CI_JOB_TOKEN to allow the packages from all projects in the group to be downloaded

Proposal

In #328765 (closed), it was discussed that we would want to add the ability to support users to add either specific projects or entire groups to CI_JOB_TOKEN scope. This way packages could be read for any projects in the added group.
