Issues and Merge Requests link in empty state of To-Do List

Problem

The empty state for the To-Do List contains a link to open issues and merge requests.

These links lead to pages that initially won't have any content.

Instead these link should lead the user to the same state as the Issues and Merge Requests links in the top navbar which shows all issues/merge requests with the user as assigned person.
