Proposal
Audit external links and ensure that links that open in a new browser or tab are using the external link icon.
Background
Lots of our links that open up a new browser/tab do not have an external link icon or indicator of some sort that this is happening. Good news is that we do have some docs related to this in Pajamas already (https://design.gitlab.com/product-foundations/interaction#links-to-external-resources), we just need to get the product to match our documentation.
This is prolific for the links in our settings pages, in particular, that link out to our docs.
Possibly this was a deliberate choice, since its docs are not external to gitlab, but links that open in new window should be indicated.
