Protected GitLab Runner tags (MVC)

Problem to solve

• Organizations with strict security and compliance controls must be 100% confident that a rogue runner cannot be registered against the GitLab instance with the same tag used for running sensitive jobs.

Proposal(s)

• Develop a protected runner tag option.
• For the MVC , The protected runner tag can only be created by instance administrators.
• The protected tag cannot be used by runners associated with groups or projects
• The protected tag cannot be used when registering other runners to a group or project.
