Spike - Evaluate the technical feasibility and impact of implementing the disallow registration feature request

Overview

The ability to quickly set up and register a runner to a group or project is a valuable and essential feature to GitLab users. However, some customers require more stringent controls to register and associate a runner with a group or project in GitLab.

• Perform a technical evaluation to determine the feasibility and level of effort to implement this feature.
