Externalize the translation coverage data

Description

As a follow-up to the first step in showing the translation % coverage in language selection dropdown, a suggestion was made to abstract the data that changes monthly into a separate file for easier maintenance.

Proposal

• Externalize the translation coverage data into a separate YAML file, which should be located in a new subdirectory in data/.
