Make group level actions available

Problem to solve

It would be nice to be able to have group level (or at least the very top level site group) options that are currently only available per project.

For example, if you want a site-wide wiki that helped document all your groups of projects you have to create an empty/non-code project and call it 'site documentation' (or similar) just to put in a wiki.

Allowing this at the group/site level means you can have a shared wiki that is cross-project.
