Add a tab under admin/jobs for to filter Failed jobs

Problem to solve

As a Gitlab Org Administrator it would be helpful to have a quick glance at any jobs that are failing. This would help me review the jobs and see if there could be any issue with our Runners failing to start.

Intended users

• Devon (DevOps Engineer)
• Sidney (Systems Administrator)
• Alex (Security Operations Engineer)
• Allison (Application Ops)
• Priyanka (Platform Engineer)

User experience goal

The user should be able to navigate to the Gitlab Admin panel, select Jobs and have the ability to filter only failed jobs.

• Add expected impact to Owner (50) members
