Service desk settings when issue tracker is off
Problem
If issues visibility for a project is turned off, Service Desk cannot be used. Yet, Service Desk setting can be activated.
Proposal
- Add Issues must be on to the service desk prerequisites in docs
- If issues visibility is off, either in the project directly or inherited, and service desk setting area is expanded, all the options should be disabled. Add a tip at the top stating issues must be visible within the project and link to the updated docs page above.
