pipeline status default to `created`

We are using GitLab-foss v12.1.9 with Ruby@2.6.3. We noticed some commits in our self-hosted GitLab server having created instead of their usual states (defined in here). Committers said they used standard git operations and Jenkins Post-builds Action same way as they did before. Where in DB was the state saved and where does the created state come from since it seems that we can't post the state per previously mentioned API endpoint?
