Add an API endpoint to expose Usage Quota of a group

Problem to solve

Users want to be able to see the total usage quota (pipeline minutes left, or used) for the group. This is useful for automating the process of spinning up a self-managed runner machine (or buying more minutes in a more automated manner) once the quota is all used up.

What does success look like, and how can we measure that?

Perhaps less support tickets that are related to pipeline quota, less manual work around this from both support and the customer. We could also measure the usage of that endpoint.
