[DevOps Adoption] Add Dependency Scanning to the adoption table (FE)

Overview

Backend work to track Dependency Scanning adoption was completed in #326146 (closed). Let's add it to the DevOps Adoption table.

Proposal

Add Dependency Scanning to the adoption table for both the instance and group level feature.

Requirements

• Add Dependency Scanning as a feature in the Sec tab of the DevOps adoption table
• Adoption is shown as a boolean true/false value
• Update the user documentation to include Dependency Scanning in the list of features available in the adoption table
• Add a tooltip in the UI that explains how usage is determined: „Dependency scanning enabled for at least 1 project“
