[DevOps Adoption] Add SAST and DAST to the adoption table (FE)

Overview

Backend work to track SAST and DAST adoption was completed in #326143 (closed). Let's add it to the DevOps Adoption table.

Proposal

Add SAST and DAST to the adoption table for both the instance and group level feature.

Requirements

• Add SAST and DAST as two separate features in the Sec tab of the DevOps adoption table
• Adoption is shown as a boolean true/false value
• In the user documentation, explain how usage is determined
• Add a tooltip in the UI that explains how usage is determined
