Determine impact of downgrading tier for epics and multi-level epics

Problem to solve

Right now, it's not clear what the intent is if a user downgrades from Premium or Ultimate and the impact on their current epics. This is noted in the Downgrade Impacts issue.

Proposal

• Document impact of Ultimate --> Premium
  • Note this also impacts Health Status in the epic
• Document impact of Premium --> Core
  • Impact: No new multi-level epics can be nested but the old remain
• Create a suggestion around how to handle these objects

User experience goal

Make it easy for the user to:

• Understand what happened
• Understand an upgrade or downgrade path
• Is there an in-between solution like a way to move all multi-level epics to single?
