Expose project groups in /job/allowed_agents

Add CI project's groups in the /job/allowed_agents API as per https://gitlab.com/gitlab-org/cluster-integration/gitlab-agent/-/blob/master/doc/kubernetes_ci_access.md#impersonation (ci_job section).
