external_url is not changed on all positions

Summary

Project, which can be searched in the top(Projects) included the old url, also when external_url was changed and gitlab was reconfigured and restarted.

Steps to reproduce

• Change external_url
• Reconfigure gitlab
• Restart gitlab
• Check project-links in the search-tab

What is the current bug behavior?

Project, which can be searched in the top(Projects) included the old url, also when external_url was changed and gitlab was reconfigured and restarted.

What is the expected correct behavior?

The url of the project should also change, because maybe certificates are invalid
