gitlab-org/gitlab pipelines failing with 429 errors

We seem to be getting 429 errors for our own gitlab-org/gitlab pipelines.

Remote file https://gitlab.com/gitlab-org/frontend/untamper-my-lockfile/-/raw/main/.gitlab-ci-template.yml could not be fetched because of HTTP code 429 error!
