Comparison View For DORA4 between different production environments

As a user with multiple production environments, it would be interesting to compare performance of environments from different regions.

Proposal

Option # 1:

On the project/group level show environment dora4 metrics side by side in addition to aggregative view.

Option # 2:

Extend insights.yml similar to this propose solution.
