Problem to solve

Customers want to be able to edit user details (name, email) in their IdP and not have to edit them in GitLab.

Proposal

For Enterprise users, we can allow SCIM to edit user attributes!

Considerations

If SCIM changes the email to a non-verified domain, should change the user so they are no longer an Enterprise User.

Related to Enterprise Users (&4786) so check with Authentication group.
