Add target branch name to the commit form
Problem to solve
When a first-time user create a new blank project and then navigate into the pipeline editor to create a .gitlab-ci.yml file, they are unable to hit the commit button since the branch name is missing, the user has no indication that the branch name is missing
User experience goal
The user should have a clear indication that the branch name is missing
Step to reproduce
- Create a new project
- Navigate into the pipeline editor
- Click on the CTA button

We notify the users that the branch name is missing tooltip on the grey commit button
