User contribution calendar is not localized

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

The time zone in my GitLab has been changed to 'Asia/Shanghai' according to https://docs.gitlab.com/ee/administration/timezone.html#changing-time-zone-in-omnibus-installations . However, times in the contributions are still in UTC.

All the contributions were made after 11:00am in local time actually. Times in the "Activity" area are displayed correctly.

I'm using self-host GitLab EE versioned 13.0.6 .
