Bypass min/max queries in usage data queries from EE module

The following discussion from !58006 (merged) should be addressed:

  Are this queries needed for the generated queries for usage ping?

  Could you please open a follow up issue for this case too? this looks a bit different as there is a different column we look at to find min and max, maybe we could improve this in future too.

  Maybe this can be moved out in a separate class specialised on managing the memoized min/max values for Usage Data.
