Design: MVC Security configuration alignment

Background

From this issue we identified a new pattern and information architecture to follow for the Security & Compliance configuration page. The next step will be to implement an MVC to act as the first building block toward creating a scalable and flexible configuration page.

Proposal

Align the current configuration page with the new settings patterns following designs proposed in #323231 (closed)
