Group Jira integration isn't properly applied to new project created from a template
Summary
When a subgroup Jira integration is setup and a new project is created from a template that doesn't have the same Jira integration configured, the newly created project has the inherited Jira configuration from its parent subgroup in the UI but the Jira integration doesn't actually work.
Steps to reproduce
- Have parent group

with template projects, we do not configure Jira integration for this subgroup - Setup a new subgroup

subgroup using blank project - Observe the project having Jira integration setup inherited from the
jira-integration
group and mentioning Jira issue actually links to the said Jira issue. There's a Jira icon in the left panel. - Create a new project under

subgroup using the template project from thetemplate
subgroup - Observe the project having Jira integration setup inherited from the
jira-integration
group but mentioning the Jira issue doesn't links to the a proper Jira issue and there's no Jira icon on the left panel as if Jira integration was not configured.

What is the current bug behavior?
Project created from template that doesn't have Jira integration setup causes the created project that reside under a group with Jira integration to have Jira integration appear configured but doesn't work.
What is the expected correct behavior?
Jira integration work for new project created under group with Jira integration configured.
