Dependency Proxy to support pulling images from ECR

Problem to solve

You use the Dependency Proxy to proxy and cache container images hosted on Docker Hub. However, many GitLab customers also use Amazon's container registry, ECR. However, we don't make it easy for them to pull these images using their GitLab pipeline.

Proposal

Expand the Dependency Proxy to support proxying and caching container images from Amazon's container registry.
