Scheduled removal of groups fails silently when they contain an archived project.

Summary

See above. Reported by a large Premium customer (internal ticket) on 13.8.2 & verified by me on a test instance.

Related to #24866 (closed)

Steps to reproduce

  1. Create a test group & enabled delayed project removal
  2. Create a test project with that group & archive it.
  3. Delete the group
  4. Wait for the delay removal date to have passed.

Example Project

https://gitlab.com/groups/gitlab-gold/kl-zd-201076-group/-/archived which might upgrade this issue to reproduced on GitLab.com by the end of March 2021.

What is the current bug behavior?

The This group, its subgroups and projects has been scheduled for removal on YYYY-MM-DD. message persists beyond the target date.

What is the expected correct behavior?

Possible fixes

Either the deletion of both the group and the project, or some kind of notification about the archived project. Best already when triggering the group deletion, because that Archived tab is not very prominent. There is a risk of users accidentally scheduling a group for deletion because they think it's empty or because they have only reviewed the non-archived projects.
