[VSA] "Days to completion" chart averages (BE)

This is the backend implementation issue for displaying averages instead of totals.

Problem to solve

The VSA "Days to completion" chart displays totals, but would be more useful with averages.

Proposal

The VSA "Days to completion" chart backend should return averages.
