Uploaded files links give 404 error

Using the latest gitlab ee version (12.3.0-ee) on Ubunto 16.04 we are finding that uploaded files produce link addresses which bare little relation to where the file can be downloaded from and we get a 404 error.

For example. On the web page the link to an uploaded file is http://gitlabserver/1SBU/Speed/master/%5Busers_guide.pptx%5D(/uploads/dce56a34c8b190dec79eab6abcfbaf95/users_guide.pptx)

When that hyperlink is clicked I get a 404 error.

The file can, however, be downloaded at;

http://gitlabserver/uploads/1SBU/Speed/master/dce56a34c8b190dec79eab6abcfbaf95/users_guide.pptx
