Problem to solve

As an GitLab internal PM, I want to know how many paid users are approving MRs to override coverage rules, so we can track feature adoption as PGMAU.

Proposal

• Add usage ping tracking to count when a user approves an MR approval rule triggered by code coverage.
• Add that new metric to the testing aggregate metric.
• Create may already have tracking on this so filtering the existing tracking could be possible?
