Add a potential cost savings dashboard for CI

Problem to solve

Operators are looking to evaluate the costs of CI before running pipelines if they apply changes to their YAML or Runners.

Proposal

1. Add a dashboard that displays costs for CI
2. Create a suggestion model for optimizing Pipelines
3. Add a widget to the dashboard for potential savings if optimized pipelines were applied
