Invalid atom feed for tags (Missing datetime elements: 'published' & 'updated')

As it looks like reopening #26800 (closed) will not happen, I'm creating a new issue.

Generated feeds are missing both atom:published and atom:updated elements for each item. This makes it very hard to order them on the other end.
