What's New - Gracefully handle the scenario where someone upgrades immediately to a release

Overview

For self-managed users that upgrade immediately to a release (ex: on the 22nd), the What's New content is missing since it is packaged as part of the first patch release. We do that because the release post content is being finalized in the days after the release candidate is settled and it would require significant process changes to support the content being live with a .0 release.

Proposal

• Treat self-managed What's New the same way as Saas and don't display version numbers.
