Bump Terraform template version

Exchange the "normal" Terraform template to the "latest" in %14.0

Release notes

As we continuously develop GitLab's Terraform integrations we maintain a latest template and a normal template. At every major release, the previously latest template is propagated to be the normal template as we start a new latest template. As we have added many new features to the Terraform integration, users of the current template might notice this propagation of templates as a breaking change.

The latest template supports the Terraform Merge Request widget and is set up to work as is with the GitLab Managed Terraform state. You can check out the new normal Terraform template here.

Definition of Done

  • change the latest template to be the main template
  • create new latest template
  • update the docs under https://docs.gitlab.com/ee/user/infrastructure/ and subpages to point to the new main template
