Project name search isn't specific enough

Summary

The Project name search isn't specific enough. This is an issue especially now that we have renamed Gitlab Enterprise Edition to 'Gitlab'.

Searching gitlab finds too many results, but not not seem to prioritise the exact Project name match of 'Gitlab'.

Steps to reproduce

In the Gitlab.org group, try to find a Project using the project search field in the following forms:

  • On Boards page when trying to create a new issue Screen_Shot_2019-09-23_at_10.18.47_AM

  • On the Group > Issues page when trying to create a new issue. Screen_Shot_2019-09-23_at_10.22.43_AM

Possible fixes

Look for exact matches first and put them to the top of the list.
