Page Issue: Closing emoji popup by pressing Add Reaction button causes button to not work

Summary

Issue with Add Reaction button on Issue page:
When you not adding reaction and close emoji popup by pressing Add reaction button again the button stops working.

Steps to reproduce

1. Open Issue page.
2. Press Add Reaction button.
3. Press Add Reaction button to close emoji popup.
4. Now when you press Add Reaction button it does not work on the first try and if you press again it will show emoji popup and close it immediately.

What is the current bug behavior?

When you press Add reaction button it shows emoji popup and closes it immediately.

What is the expected correct behavior?

After pressing the buttot emoji popup should stay on screen.
