Use VirtualList to render Swimlanes

To improve performance and the loading experience of Epics Swimlanes, we should use VirtualList component to render epic lanes.

This should be behind a feature flag (:swimlanes_buffered_rendering) to help test and turn on/off on gitlab-org where we have a lot of epics.
