Refactor award_emoji/awards_block to a Vue app

With the new improved emoji picker getting ready to rollout we need to convert out awards_block HAML file (https://gitlab.com/gitlab-org/gitlab/-/blob/4e4ca47945e64e2d26ebc3a2aa7e29098fda7505/app/views/award_emoji/_awards_block.html.haml) to be a Vue app instead to allow for us to use the new picker
