Triggering Edit Mode of an Issue with Keyboard does not preserve checkbox states

Summary

When you go to edit an Issue by clicking e on the keyboard, any checkbox changes you just made are not preserved.

Steps to reproduce

  1. Check some checkboxes on an Issue.
  2. Click e on keyboard to edit issue.
  3. Notice how the checkboxes are not checked in the edit mode.
