Remove CI Lint button from jobs page

This issue is part of the Refactor jobs view to Vue epic.

With the new pipeline editor it's much easier to lint your .gitlab-ci.yml file. Let's remove the CI lint button from the jobs page to have a SSOT of where to lint your config.
