Certain files named tanuki.jpg can't be uploaded as design in Review Apps

Summary

A couple of QA tests fail when run on a Review App because a file named tanuki.jpg can't be uploaded as a design.

The tests are:

• qa/specs/features/browser_ui/3_create/design_management/archive_design_content_spec.rb
• qa/specs/features/browser_ui/3_create/design_management/modify_design_content_spec.rb

Steps to reproduce

1. Log in to a Review App.
2. Create an issue.
3. Try to upload tanuki.jpg as a design.

An error appears: Error uploading a new design. Please try again.
