Ability to hide Issues/Epics from group page

Issues and Epics can be hidden on a group level in addition to on a per-project basis. The group value sets the default for sub-groups and sub-projects.
Problem to solve
As a maintainer/owner I want to be able to hide the Issues and Epics menu items in a group so that I can simplify the interface for the developers.
As a developer I do not want to see menu items that are not relevant to me so that I can focus on what I need to and navigate the interface faster.
Intended users
User experience goal
The maintainer/owner should be able to hide the Epics/Issues links on a group from the group settings page in the same way you can hide these links for a project.
Proposal
Implement the same flagging feature that exists for projects into the groups.
