Associate comments with bulk status updates of vulnerabilities in Vulnerability Reports

Why are we doing this work

It is currently possible bulk update the status of multiple vulnerabilities from a Vulnerability Report. This is helpful in quickly updating the status of large numbers of related vulnerabilities. By providing the ability to associate a comment with the bulk status update actions, our customers will be able to capture important information in each ticket associated with the change.

• For the reason box, the backend is going to accept either comment or dismissal_reason as an argument. I'd personally prefer dismissal_reason more as it's more descriptive. See #292636 (comment 466673401) for more context.
